On the resort boards, there's a thread about a "personal" PIN code promotion that some people received in the mail. http://www.disboards.com/showthread.php?t=1335453 It got a little confusing for me, but from what I understand, the pin is somehow "attached" to a specific person, so it's not available to the general public, just to those select individuals.

How does this work for DVC members?

Correct me if I'm wrong; when staying on cash, we're supposed to get the best advertised price, is that correct? Does that include the personal "PIN code" discounts, or just general discounts (AAA, etc.).

You are incorrect, DVC members do not get the "best advertised price" on cash reservations. All DVC members receive is 25% off rack rate cash reservations at DVC resorts, subject to discount availability, when those reservations are booked through Member Services.

For standard WDW resorts, DVC members receive no discount at all. and those cash reservations must be booked through Disney, not member services.

Annual Pass discounts and promotion codes at DVC resorts are often cheaper than booking with the 25% member discount, but those reservatoins must be booked through CRO, and you will have to check-out and back into the room. Plus, the dining plan would not be available for those nights, except as normally made available to CRO reservation packages.

Maybe that's where I was getting confused - with my AP.
 
Probably, the "best advertised priced" thing was a part of AP advance reservations, but it was a dud that really didn't work well. I think that particular program was discontinued and they went back to the standard AP discount codes, when available. BTW, the PIN codes were not included in the "Best Advertised Price" program as they were not considered a publically advertised price, but were a select target group.
