You get the keys during check-in at Vista. So as soon as you are done with Vista, you can go to your apartment. I got to check in at 8am, and was done at Vista around 8:30. I then had to be at Casting at 9:30, and the housing meeting was at 12:15.

That is correct. A lot of the paperwork, and the fingerprinting, are now done at Casting.
