I have never seen fp's gone that early for WOC. I would make that your first stop on Friday to be sure. I wish I could help with some of your other questions. You should join the Official February thread. It stays pretty up to date and lots of input on there. I love DL in February.
 

If I were you and in the parks just two days, I would do the dining packages. For me it just takes the stress out of things. I suggest doing the WOC dining package at Carthay Circle for lunch which lessens the cost somewhat. I personally love CC; the ambiance and food are quite nice. For PTN, I suggest the Blue Bayou package - dining at the restaurant really is special.
 
I just hate they make the resturants so expensive...I mean it's not terribly expensive but I hope it's worth it.

I'm thinking if I have to do one the WoC one is better due to me catching the later paint the night when the kiddies are gone
 
I would do the PTN package because the seating is pretty limited. Then you'll already be on Main St for the fireworks, so it's like 2 for 1. I don't think the view is significantly better than FP for WOC. If you weren't planning to eat at Carthay anyway, that's a big chunk of time, too. I don't think Flick does meets. I don't spend a lot of time in Bug's Land, but I haven't seen him in probably 10 years. Thor can be anywhere from 20 to 40 minutes. It just depends on how busy the parks are and how fast the other guests move through.

We've eaten at Blue Bayou about 5 times in the last year (3 times we did a dining package). All but one of my meals was quite nice. I enjoyed the salmon and surf & turf; the jambalaya, not so much. All of the starters are quite nice as well as the desserts. Is it a triple diamond restaurant? No. But I felt like it was a nice, tasty meal in a fun and unique place - you're dining in Pirates of the Caribbean! If you're a Disney fan and you haven't been, you should definitely go. Just to experience it once. The PTN preferred viewing package is a bonus because you pay just a bit more for an easy, guaranteed parade (and fireworks) spot.

Another option for PTN and fireworks is to make a reservation for dinner at Carnation Café for about an hour before the parade start (if you're by yourself, 45 minutes is enough time). When you check in, ask to sit on the patio. You'll be able to see the parade fairly well (not the same as curbside but a good view). Once the parade passes (Mickey is the last float), you'll be able to easily exit the patio gate and filter onto Main Street with the rest of the crowd to watch the fireworks. Head up Main Steeet a bit towards the Hub for a great view.

One more thing about doing Carthay Circle for a WOC package - we like to break up our day with a sit down dining reservation. It allows us to rest, cool off and regroup while enjoying a nice meal. Not everyone does this, but it works great for us. So a late lunch here and then an easy spot for WOC later that night makes for a good plan, IMO. And if it's just you, you don't have to worry about arriving early because you'll be able to find a spot no problem.

We met Flick in 2014 in Bug's Land hanging out by his ride, I was excited because it was the first time I'd seen him in the park! So be sure to wander through Bug's Land even if you aren't interested in the rides. Plus there's that awesome leaky hose spray park area that I must enjoy if it's over 80 degrees out!
