Does this mean I can do 4 parks?

2. Universal
3. Volcano Bay

Please be advised that you will not be able to ride the Hogwarts Express unless you have a park-to-park ticket. This might not be a problem for you, but I thought I’d mention it so no one in your group gets disappointed. Because the HE goes from one park to the other, they will scan your ticket at the entrance of the line to make sure you have a valid ticket for both parks.
