We are travelling with DD4 (almost 5) DD2 (almost 3) and DD6 months (at time of travel).
We have a Phil and teds double (front and back stroller). DD4 is quite tall for her age and is over the max weight limit for the front seat (not by a lot and way over the limit rear one-she doesn't use the stroller at home). There is no buggy board with a higher weight limit that can be attached.
I can't imagine her being able to walk as much as Disney requires though, especially when we are trying to leave at the end of the day when we just want to quickly get out.
Any suggestions?

If she's not over a lot for the front, I would allow her to sit in it. I would bring an Ergo carrier for the 6 month old. This will help with getting in and out of some rides, sleeping baby and still being able to he on the go, and giving your 4 year old a break. This is coming from a mom of 2. My youngest was 10 weeks at his first trip. My oldest rode in a stroller from time to time and was 80lbs (30lbs over the limit) this past summer. Sometimes a little rest is all they need.

You could rent a double stroller from Anaheim City Strollers. They have a pretty high weight limit. That way, you could carry the baby in a carrier and put the older two in the stroller, and when the 4 year old is walking around, you can recline one of the seats for the baby to sleep in. That way, you don't have to bring your big stroller through the airport.

I agree!

I will be in nearly the exact same situation for our trip coming up. Our plan is to bring our graco sit and stand type stroller with the infant insert as an option. The main idea is for our 5yo to walk most of the time, but when she tuckers out we'll ergo the baby, put the 3yo in the front, remove the infant insert and put the 4yo on that seat... but I agree with pp.. we've used strollers when our kids were over the weight limit for the seat, and haven't had a problem. if you were doing it all the time it might wear on the stroller.. but a little bit here and there will probably be ok. I would still bring your stroller, cause hauling around 3 kiddos in an airport it'll be nice to have a stroller! IF you can afford to get some sort of sit and stand it might be nice, cause my 3y/o doesn't like to sit as much anymore, so this allows him and my 5yo to take turns sitting on the bench.

I have seen kids that look like they are 10 in some of these strollers...
Phil and Teds makes decent products, your oldest should be fine in it for a while. I accidentally pushed a Phil and Teds framed baby carrier well past it's advertised limits and it did not fail. I thought the weight limit was just for the kid, but it was for the kid and everything else in the pack. I accidentally carried double the recommended limit and it worked great!
As another poster said, use a baby carrier for the baby. I personally like Baby Bjorn more then Ergo Baby, but to each her/his own. If you are coming in the Summer, I suggest looking at the sport models because you and your baby will both require the extra breathability.
