2nd week of December crowds?

I have looked on touring plans and it has estimated that the crowds are around a 4 for the second week in december.

Is it quiet that week compared to Christmas day?

Have never been to DL on Christmas Day, but we often visit the parks in early December. Generally, the crowds are lighter, the parks are open later, all the decorations are up and all the rides are working. It's a great time to go!

I went at that time last year (second week in Dec) and the weekdays (Wed and Thu) were pretty nice. Fairly low crowds, with full Christmas decor. Mad T Party wasn't on a nightly schedule yet, but the parade and fireworks were running nightly. By Fri through Sun, the crowds really ramped up and it was pretty busy. It was still manageable, but expect waits on rides (e.g., 10 minutes for Buzz, 30 minutes for HM, etc.). It was also worth noting that they still had a fair amount of Christmas merchandise on Wed, but by Sat they had started to run out of some items (mostly specific clothing sizes). So if you see things you like, I wouldn't wait to pick them up.

We were there last year the 2nd week of December and it was our busiest visit yet (you an see previous visits listed in my signature below). We went Monday-Saturday, skipping Friday. Monday was crazy busy (we got there in the afternoon). We didn't even do any big rides bc I was pregnant and we were focusing on our then 2 1/2 year old daughter and Holiday stuff. Saturday morning we spent in DCA and it was strangely quiet, this was about an hour after opening:

I've never been closer to Christmas, but i'm assuming it is still way calmer than when all the schools are on break.
