Does anyone know when these will be released? As well as the extra magic hours?

All hours, regular and EMH are released on a timed, and regular basis, month by month.

The months' dates will automatically update to the newest info
(as in, change from 2015 to 2016 )
as soon as that new month's info becomes available.

That time should be some date between the 9th and 20th of the month

7 months prior to the beginning of the "new" month for which info is being sought.
