If the question is because you're only going one of those years and won't go again for a while - I'd say wait at least until (1) she's 44" tall if she's not already as that opens up almost every ride in the park except for 2 coasters and (2) the new AK section opens (or maybe the Star Wars/Toy Story lands) although who knows when that will be.

She'll have a great time at any of the ages so it just is a matter of how long after you go would you be able to go again.
