Has anyone ever booked two separate room only reservations for the same period? (long weekend) I want to take advantage of the spring sale that ends Sunday, but not sure, if my budget will be able to handle a value or moderate when the time comes to pay off the room. (Car repair expenses). If I book a moderate, would I be able to downgrade at the sale rate after the promotion ends.

Yes, as long you're keeping the same type of res (room only or pkg) you can move it around after the booking period is over.
