2 Day Trip with 3 year old Twins--Please help

I am trying to help my brother and SIL out with their upcoming short trip to Disney

They are looking for a value resort --which would you recommend?
One that is easiest to get to the kingdom by bus--meaning not a million bus stops at the resort etc---

and they only want to go to the Magic Kingdom for 2 days since the girls are only 3 --which 2 days of the week are best

They are pretty flexible as they will be in FL for 10 days-- they are looking at the end of Oct--somewhere around the 20th or so

As far the the Kingdom goes--how should they go about planning their 2 days so that they dont wear the kids out---

and are individual day tickets the only way to go?

and my last question--the girls just turned 3-- and they are small for their age--could they get away with carrying them in and not paying for tickets? how does that work?

I am happily planning our trip for May!!!! with my other brother, SIL, 2 nieces, my mom and DH, myself and our "future" son--I am due in 5 weeks!!!!
 
I have a 3 and 4 year old. We just returned from a quick trip a few weeks ago and here are my suggestions:

Value Resort- Pop Century
Little kids love all the giant icons. My kids like the 60's building because of Baloo and Mowgli, Mr and Mrs Potato Head and it's close to the pool.

IMO, the best days to go to MK are Tuesday, Wednesday or Thursday. We always get there 20 minutes before the park opens. When the park opens, the characters are out and it's a great time to get autographs and pictures. We follow the touring plan in The Passporter and I would highly recommend spending the money to buy one at your local book store. It has so much useful info. We tour the park until the kids start getting tired. Usually, around 12:30 or 1:00pm we start to head back to the resort to rest during the heat of the day (in the off-season we alter this plan a little because the parks close earlier). In the evening, we return and finish touring MK or ride our favorites again.

I would suggest renting a double stroller to move around the park quickly. It's easier than lugging your own and it also keeps the kids from getting tired. The important thing to remember is to tour at the kids pace. My kids really loved meeting the characters so we slowed down and took pics with quite a few.

I can't help you with passes. We buy AP's and have always paid for a ticket for our 3 year old.
 
Another thing I remember-

My 3 year old loved the Pooh character dinner at Crystal Palace. It was the highlight of our last trip for her. She hasn't stopped talking about "Piglet kissed me on the head".
