Hi! We are visiting in Aug. we are doing 2 park days and 3 nights. DD is almost 3. I was thinking of doing Minnie's around 10:40 one park day and then Goofy's or Surf's Up the day we check out to end our Disney fun before we leave. My parents are coming with us but are not doing Park days so that is why one will be at a hotel. DD loves Minnie. She likes princesses too but if we had to pick one in park I think Minnie's wins. So now to my questions:
1- With only 2 park days, is Minnie's worth the park time?
2- Which is better Goofy's or Surfs Up? (I like the menu at Goofy's better from just looking online.)

I think that Minnie's is worth the park time. Since you're going to schedule it for a later reservation time, you can spend the first couple of hours in the park going on rides when lines are really short. Basically you can knock out all of Fantasyland and even see Toon Town before your Plaza Inn breakfast reservation time comes up.

Then just about the time that your 3 yr old DD starts to get worn out and needs a break, then you fill her up with Mickey waffles & bacon and all of the characters come to you. No standing in line to see all of them. It's wonderfully convenient!

We did Minnie's breakfast last Friday and we had a 10:40 reservation. It worked out really well. Plaza Inn starts serving lunch at 12:00 pm. When it was around 11:30 am, the characters were still all roaming around, but the wonderful part of it all was that the tables were starting to clear out. We ended up watching Tigger play with Rabbit (from Winnie the Pooh) right next to our table for about 5 minutes or so. It was totally hilarious. My kids were in stitches laughing hysterically over the impromptu comedy show that showed up right in front of us.

Re: Goofy's or Surfs Up -
I haven't been to either of these breakfasts, but I know people who just love Surfs Up because your children can dance with Mickey and Minnie. Your DD will be a perfect age for that.

We did Goofy's on Memorial Day and have done Surf's Up many times in the past (because my oldest DD loves Stitch and Surfs Up is one of the only places you can see him at DLR). I find the character interaction to be MUCH better at Surf's Up than Goofy's. Goofy's was typical characters briefly going by each table with some more interactive than others. Surf's Up they do the fun dance party mentioned above and overall the character interaction we've had there was better than what we experienced at Goofy's.

I was definitely not wow'd by the food at Goofy's and many of the same items are at Surf's Up (well, no PB&J pizza and probably less "desserts" but...its breakfast).

We did a later reservation for Minnie's in April 2016 and were disappointed at the lack of characters at that time. I think our reservation was 10:30 or 10:40. We had 9:30 am reservation just this past spring break and had many more characters than a later seating. You may want to take that into consideration.

My kids love breakfast with Minnie. It's definitely a highlight of the trip, so I wouldn't think of it as "taking away" park time. We usually try and get it in first thing in the morning during an EMH, because then we go in via a different lineup and don't have to wait at the turnstiles. My kids are early risers at Disneyland, so the earlier we can get in, the better.

It's really nice being able to see a few characters at the table and not have to wait in line.

Minnie is also at the other two meals. So if you wanted more park time you could just do one of the other meals. We love Minnie's breakfast though and are having a late breakfast there in a week.

We've never done Surf's Up but we enjoy Goofy's and we loved Minnie's. We did a 10:45 (I think) seating at Minnie's so we could still have some morning park time before our breakfast. I was a bit worried about missing characters since we were there so late in the morning but they were all still there circulating. We saw 11 if I remember correctly. The interaction was great and some characters even came to our table twice!

We love Minnie's, both for the quality/quantity of characters (never less than 7, most was 12 different ones), and the fact that it is in the park. If you are looking for menu variety, Goofy's is better than Surf's Up. If you want better character interaction (and Stitch!), go to Surf's Up. We like both of them for those reasons.
