1st timer - Online reservations

Hi, I just wanted to be sure of something:

If I make dining reservations (No DP - will be staying off site) online and wish to change/cancel them - Can I do this online without penalty as long as no payment is required?

Correct, as long as it doesn't require a credit card hold (like CRT, HDDR) you will be fine.

HDDR = Hoop Dee Doo Review at Fort Wilderness. It's a dinner show with all you can eat fried chix, ribs, salad, beans, mashed potatoes, and strawberry shortcake and unlimited soft drinks, draft beer, and sangria. I may have forgotten a few things.
The show is great and the food is decent.
We always go when in WDW!
I'm sorry, I can't answer the second half of your question. However, I think the Spirit of Aloha might also be a credit card hold, tho I'm not sure.
I'm sure someone more knowledgeable will come along soon.

When did they start offering online reservations? When I went in 2009 they were rumors of this, but it hadn't happened yet. Is the system any good?

The online booking system is awesome. Used it last year in its first iteration and it was good. Much better this year as expected.
