199 ticket upgrade

We purchased the 199.00 DVC ticket for our trip in February we have added a few days to our trip and now want to upgrade to the annual pass. I was told earlier by member service that this was possible and I would have to pay the difference. When I called today to upgrade I was told by member services that I could not do that - that the tickets are not refundable or able to be upgraded -
Has anyone had success upgrading these tickets - if so did you do via phone or at member services.
I want to make reservations for dining but if we do not have park admission that will be a huge factor in when and where we dine!!

The rules on the offer were that the only upgrade that could be done was to an annual pass. Normally that needs to be done onsite but you could give ticketing a call and see if you could do it over the phone. MS does not specialize in ticketing and though you might luck into getting someone that could help it's usually best to talk to the department that deals with tickets all the time.

You do have to pay the price difference though.

You can only upgrade in person at WDW. When the offer came out, it specifically said they could be upgraded to AP's.

I've seen at least one report of getting a refund when they weren't going to travel before the expiration.
