Yes, it definitely looks like PF (buffet)is closed when you go. We are going to be there Sept. 6-16th and it'll be closed then too. However, we've eaten at both places and both are good. I liked the food at PF a little better than PSB, but they were both good. PF will be moving to the GF Cafe and be served pre-plated. I assume it'll have the same characters.
I did find PSB to be a little more crowded, and rushed, than PF, but that's just my opinion. What works well for us (especially with character meals) is to have our meals later, rather than earlier, and then we can take our time eating, and seeing the characters. However, just so you know, the princesses only make one round, per table. At PF, many of the characters come around multiple times. The last meal we had at PSB was for lunch a few years ago and we have an ADR for around 2:20. When we arrived about 15 min. early, they knew who we were since we were the last group to check in. It was a very relaxing meal, and we were seated in the tower (round) room. The princessed came by at the beginning of lunch, and they we were able to relax and eat our lunch.
