180 days for resort guests only?

Keep getting different answers on different sites, so I will ask here. Do you have to have a resort reservation in order to book ADR's 180 days in advance?
 
No. Anyone - staying onsite, staying offsite, local residents - can book reservations 180 days in advance of the day they want to dine.

You might be thinking of the 180 + 10 perk which means anyone staying onsite at a Disney owned resort can book reservations for their check in day + the next 10 days of their vacation on the 180th day.

This :thumbsup2. If you don't have a resort reservation but want to make several days of ADRs, you would have to call daily to make them rather than doing them all at once.
