We will be in WDW for 14 nights on free dining. I know I can book ADRs at 180 days out from check in, and plus 10 since I'm staying onsite. 3 questions:

1) Is +10 AFTER check in day (example +1 would be the day after check in)?

2) What do I do about booking ADRs after that +10?

3) Would harder to get ADRs like CRT and Le Cellier be better to schedule towards the end of the +10 since those checking in after me aren't able to book yet and those booking before may not likely be in WDW for a whole 2 weeks? Good strategy?

AFAIK, you can call the next day after your 180+10 window to make that 11th day of reservations, the day after that for the 12th day, etc. Or just wait until the 14th day is 180 away and call and make them all on that day.

And yes, booking the tough ADRs towards the end of your trip is a good approach.
