1099 misc income

My husband was in two different unions last year and one was teamsters. They offered him to come and take a class for a week to learn how to be a teacher of a class. Well he took if for the 1300 cause at the time he was unemployed. Now they sent him a 1099 misc. and the 1300 is in line 7. So he must file a schedule C right? He doesnt have his own business at all. This is the only 1099 he has ever gotten.
