I am about to book a cruise the furthest out I ever have for September 2023.

On a normal balcony room I have up to 120 days prior to get a 100% refund correct? Starting at 120 days it would start to lock in a ever increasing percentage.

Booking possibly 4E or 5B through Costco and they have a form you need to fill out so you won't know the room or pricing until after its tentatively booked. I figured I am covered from them but also that per Disney I could always cancel as well.

Thanks for the help.

It depends on the length of cruise and embarkation port, but I do believe 120 is the longest out you would need to book to get a full refund on any regular booked fare yes.

This would be for the Dream TA from Southampton for 11 nights.

I figure this all applies as I couldn't find any other language.

That is right then! You'll get the terms of your reservation when you book as well, and I would doublecheck, but this should be your timeline in that case:
