How many of every 10 NBA players were African Americans in 1999?

I had to check this answer as I wasn't sure and three other sites have it listed as 7, 8, and 9...so use this answer at your own risk!
In the year 2003 there are more European NBA players than ever before, and certainly more than in 1999. This should tend to slightly reduce the percentage of African-American players. There are also players in the NBA who are simply African, and not African-American. I think I would tend to guess that 80% is more likely for the current 2002-2003 NBA season. Who cares?
