I'm sure, like everything else Disney, it depends on who you talk to. I renewed our DVC APs and the member services agent didn't know that resale pre- April 2016 was eligible. Such is the joy of owning DVC.

There still needs to be availability - they aren't kicking you or I out of a room we've booked because someone who buys this summer wants to spend F&W at BCV. Should they have a BCV cash room they could claw back, then maybe - but I doubt they put many BCV rooms into CRO inventory at that time of year.
