That's not the way the other countries in WS were built. If not the actual company, it was a group of business in those countries. The country doesn't fund anything. Disney would be paying for it.
The Moroccan pavilion is directly sponsored by the Moroccan government, the rest of the countries are sponsored by private companies affiliated with the countries they represent. The country doesn't fund anything. Disney would be paying for it.

Since Brasil is 3rd in WDW attendance behind USA and UK,I think they "deserve" the next Country and it would be AMAZING to see it in July!!!!
I think we need to move past the idea that Epcot isn't expanding because of lack of sponsorship. That has never been the case and even if it were the case 25 years ago, Disney could still expand if they wanted to. They have a plan and they are moving forward on it. While most of us dislike that most of the present plan involves more DVC villas, it doesn't change the fact that a ton of construction is happening at the resort (to include AK and hopefully HS soon) and even Disney can only expand so fast. At the moment, that rate of expansion doesn't include Epcot (aside from the next golden egg to be laid by the Frozen goose).
