WPE on dining plan?

Can someone please tell me if Wolfgang Puck Express is on the basic DDP? Also, is Earl of Sandwich? I have read several dining reviews where people who are on the dining plan have eaten at these 2 restaurants and I cannot seem to find them on the list I have as a participating restaurant. Help please.

on the brochure it says for lunch and dinner, but I want to know if you can still go for breakfast?
