I love all the designs I see here. However I feel that I have enough creative juices to create some of my own. I do have a few questions- what would be the easiest and most economical program to use? Is it possible to scan in a black and white coloring book page and then color it using any of the programs available?
Oh, If I can not create equally as wonderful DISigns to use, how do I go about saving them from a post to printing? Just a few directions will be needed. Thank you in advance for your time and input.

I use Photoshop Elements and like it a lot. I know that other designers use Photo Impact. You can download free trials for both.

Yes, you can scan a b/w coloring book image and color it. I have seen some nice designs done that way. Depending on the thickness of your pages, you may have some clean-up of the image to do.

Saving a posted design is easy. If you have a PC, right-click on the image. One of your choices will be "Save Image as..." Just save the file (most are jpegs) to your computer. Then you can open it with any program that supports jpegs (Word, Paint, etc). Size it the way you want and print it out.

Good luck and post your designs when you make them! You will be addicted before long, too!
