visit HS with a crowd level of 6 or EP with a crowd level of 6 (during F&WF)?
 
It really wouldn't matter to me.
I don't pay attention to crowd calendars.
I go on the day I want to go.
Many times I go to HS and Epcot on the same day.

Agree with this when it comes to HS & EP. The one park for which I try to figure out "best days" is MK because it seems like it's always crazy there.
 
In this case I'd go with HS with a crowd level of 6. F&WF will mean the crowds will probably be more at EP (and more rowdy)
 

In our experience, and just from a crowd standpoint, EP with a 6 feels less crowded than HS with at a 6.

However, we like HS more and would choose HS if we could only pick between the two.

If a "6" is the same amount of people in each park then I'd choose Epcot because it's bigger and more room for people to spread out. During F&W WS is going to be the busy area so FW might not be bad at all.
 
A 6 means amount of time you should expect to wait in line for that rides (doesn't count bodies in the park).
If you are using touring plans go to the "wait time for date" for each park. Notice Epcot has 12 rides that are factored in, Hollywood Studios only has 5. Tis should help you decide which park will work out better for the date you are considering. BTW this is not from a crowd level 6.

Took out ride names because touring plans is a paid service and I was just trying to give an example not share paid service data.

 
I don't even look at the crowd calendar. I go to the park that I want to go to on the day I want to go.
