If a "6" is the same amount of people in each park then I'd choose Epcot because it's bigger and more room for people to spread out. During F&W WS is going to be the busy area so FW might not be bad at all.
A 6 means amount of time you should expect to wait in line for that rides (doesn't count bodies in the park).
If you are using touring plans go to the "wait time for date" for each park. Notice Epcot has 12 rides that are factored in, Hollywood Studios only has 5. Tis should help you decide which park will work out better for the date you are considering. BTW this is not from a crowd level 6.
