Can I buy the e-ride tickets if I have world passes ?

If you are staying at a Disney resort, sure. It's a multiday pass.

I believe the two requirements for e-night tickets are being a resort guest (including Downtown Hotel Plaza) and having a multiday ticket. I would guess the World Pass would count.
