World of Color virtual queue? How does this work?

I keep seeing this referred to, but how do you access it and what kind of difference does it make?

You access it through the Disney app and it is open at 12:00 on the day of WOC.

It give you a time to either the first or second show (I don't think you get to choose it just gives you what is available). It has a time to turn up and get in a area to watch the show.
