Do the older ships have the lounge? If not, what do you get other than early booking on them for Concierge rooms?

No they do not have lounges.

Below is taken directly from DCL's website's description of a concierge suite on the Magic/Wonder:

Concierge Services

We upgraded at the port to a 1-bedroom Concierge room. It was so nice to be one of the first ones on the ship and sit in the lounge while we had repesentives from the different services come to us for reservations, kids club, Palo dining and concierge services. Our concierge team was wonderful and even found us a glue stick! Every time we had a question or need, they were right there to help, including helping us to find a missing wave phone (it was found in the front room couch/bed by the stateroom host). They helped with ideas for things to do at Cabo and PV - we chose not get any excusions, nothing really "spoke" to us. It was the icing on the cake to have such wonderful people to assist us during the entire cruise.

I am not sure that I would pay the large sum to reserve it outright, but if we are ever able to upgrade at port again, we would do it again in a heartbeat.

Is upgrading at port cheaper? Currently, it looks like a $1,500 upgrade. I can afford it, but not really sure it's worth it.

Short answer is yes. If there is availability, you can upgrade at the port for considerably less than if you do it before. The price is based on what cabin category you're booked in and what category you're upgrading to. It is not based on the number of people, just the categories.
