Is it an error on the schedule or is WOC sometimes after DCA closes? On 10/22 and other dates DCA closes at 8pm, but the schedule shows WOC at 8:15pm.

Yes this is correct. They often do WoC at/after the park closes, especially when it closes early (8pm).
