WOC FPs - Is it true you cannot use a runner?

I have read that everyone in your party needs to be with you when you get WOC FPs. In other words, no FP runners allowed. Is this right?

When I was there on Friday for the debut, the CMs told everyone waiting outside the gate that morning and said that you must have all your party together in order to get FP for WoC and they won't accept other people's tickets for WoC when we get to the line at GRR. When we got into the park and got in line at the GRR FP line, they made another announcement when we were in line and said that you can have one member in your party to get all of your party FP tickets and all the rest don't have to be with you when you get your tickets.

I don't know why the CM's said that you can't get FP for other members of your party when we get to the FP line and later said that at least one member of your party that was in line at the GRR FP line and get your groups FP tickets. But my DA and I stayed together in line and when we got to the FP machine, we gave our AP and ticket to the CM and distribute our FP.

But all the other days we were there and saw a lot of people line up for WoC FP, I would assume no FP runners, must have everyone in the party.

Here is my pic of the people getting the FP on Firday morning and mostly everyone is together.

Isn't there something about your park pass being "activated" by entry in order to get fastpasses? Maybe everyone in your party has to be in the park but not in the fastpass line? I'm curious about this too as I would love to use a runner as well.

That might actually explain why they'd announce that you all have to be together outside the gate, and change their story once you're inside the parks. You don't want someone waiting in line with several non-activated tickets, as might happen if people get confused. Would be pretty bad to have someone wait for 30 minutes and get a FP for him/herself, only to find that their party's passes don't work.

Yes, you cannot use a ticket / AP that has not been activated yet for the day.

So, I know you can't use a not-activated pass/ticket, but do you need your entire party there or not? Runners are okay!?
 
For sure every pass/ticket has to be scanned at the park entrance gate to be eligible for any fastpass. After entering the park gate, I was in line on Sunday and talked with a guy who was alone and had 4 APs in hand for him and his family, and he had no trouble.

Beware though, policies can change or CMs can be misinformed. Best to ask someone morning of, and be clear about what you mean (since they will almost certainly default to the first issue about park entry if you aren't). Seems reasonable though for them to allow it, as it can only help the length of the line.
 
Runners are fine. Just have everyone enter the park to activate and then send one with all tickets like you normally would do for Fast Passes to get in line. I did it for my family, went through the turnstiles and walked as quickly as possible as far up the line as I could. Interesting sidenote, they have CMs standing there to put your tickets in the FP machines and grab the FP's. Made me wonder if you could actually get more than one per ticket if you did it yourself. Probably not, but I wonder... I think they do it for you so no one can come back and say, I have 5 tickets but it only gave me 4 FP and sneak another one. Pretty good crowd control, but better get as far ahead in the line as possible, or it will be a long wait (just imagine 4,000 people in line at a FP machine...)
 
So it appears that runners are OK. I would assume then that since normal FP distribution works at DCA after you have entered either DCA or DL then you can enter DL with your party and go back with a runner to get WOC FPs. Anyone tried this yet?
