Witch is better DDE or DDP

Is the disney dinning expresnce better or the disney dinning plan and is the disney dinning exprednce card transferable because my best friend has a card but she had Aps last year is the card still valid

There really isn't a cut-and-dried answer -- for many people the Dining Plan is far better than the Dining Experience, while for others they get little or no benefit from the Dining Plan so the Dining Experience is better. You need to do some planning, figure out what you'll be doing in terms of dining, and then do the math to figure out which way is better for you, assuming you do have both available to you.

Unfortunately, both offerings are non-transferable. You'll have to purchase your own Disney Dining Experience card (assuming you're eligible on your own) if you would like to go that route.
 
As Bicker mentioned, the DDE card has your friends name on it, and they usually ask for identification to make sure the cardholder is the one using it.

If your traveling party likes to enjoy table service meals but are light eaters, then the DDE may be a better option. Our group of four saved about $80 per day over the cost of the meal plan, but we would normally never order as much food as the plan allows. Also, upon check-out, we still had 10 snack credits and 5 counter service. We ended up eating an early lunch and got some items to go from Goofy's Candy Company...but weren't really hungry for any of it.
 
We prefer TS meals, for us, if the DDP is free then that is best, if it is not free then we work out better with DDE. THis ios becasue we do few counter service meals.

Next year will we be going with the UK veriosn of DDE, so I won't renew tha annual pass as we have to get a much longer ticket, however, we will still have the DDE card that will still be valid, (won't renew until JUly/Aug), so we will use that for the extras.
 

We also don't do a lot of CS, plus we like signature dining, so usually DDE is better for us. We almost got the DDP this coming trip, but after crunching the numbers, we were going to have to work too hard to use the CSs and we needed those to come out ahead. Next year, if there is free dining, we may give it a try.

As bicker said, it's a different equation for each family.
