The ads on the front page change... I found it on the bottom left hand corner but it isn't always there...try refreshing your page or clicking somewhere else (like packages) and then click home. It should show up for you eventually.

It says you can only enter once and duplicate entries will be deleted.

Does anyone wonder if you click no to updates that it decreases your chances of winning?

Even if they don't say it will I am sure they take note of that honestly and I have a feeling it will decrease your odds of winning. Mind you that is just my opinion on it.
