I would think you should be fine. If you're nervous, get there a little early. We had 7:45pm Via Napoli (Saturday late April, park moderately busy). Got there maybe 5-10 minutes early, waited 10+ minutes to be seated, food was relatively quick, didn't rush at all and we were out around 8:50pm. Watched Illuminations right there from Italy.

I don't see why not. Hour and a half to eat should be enough. Then when your out you can watch it from Italy or head elsewhere. As long as you're out a couple min before 9 then you'll be able to catch it.
