We arrive in Orlando at 11:30 AM and we will be using DME to get to our resort (CSR). Would booking a 3:00PM afternoon tea at the GF be okay?

I would think you would be a bit rushed.
Sometimes the plane may be delayed or if the line
for DME is long it could take longer than you think.
Unless you are staying at GF then maybe you would make
it on time.

I think you have allowed plenty of time. If you're not staying at a monorail resort (GF, Poly or Contemporary) take your resort bus to MK then catch a boat over to GF.

We landed around 1:30 and were probably in our room just after 3pm. You've got a 2hr head start.

Just dress or pack whatever you plan to wear to the tea in your carry on bag as your luggage may not be delivered before you leave for your tea.

We also have an 11:30 landing and when I made ADRs the CM told me to allow 4 hours from landing to being able to be in the parks. I think 3.5 hours is good enough. I would be cautious if it was a reservation that hit you with a fee if you didn't cancel within 24/48 hours incase your plane is very late.
