I know you've all seen this message on the WDW website: "During this enhancement, beginning on October 12 at 4 p.m. ET, online bookings and bookings through the Disney Reservation Center will be unavailable."

Does that mean it won't even be possible to book ADRs by calling?

Yes because they use the same system we do online. When you call in right now to 1 407 WDW DINE it tells you the system will be down then and sorry for the inconvenience. just be ready on the 14th. Hope this helps you.
