why no handles

when we were there (BWV) last MAY the boats at the Epcot resorts had HANDLES on the windows so you could open them. Now this OCT they had all the handles off so you couldn't open the windows. OK that's cool so they can keep the AC in the boat, RIGHT? ----WRONG, We were there for 5 nts and got on one boat that actually had there front doors and window closed to keep the AC in. They rest of the times the CM in the boats had both doors (upper part of door) open and the large center front window open on the boats. Believe me I thought the buses that week were hot but with the temps in the high 80's and 2 record days in the 90's these boats got hot. I couldn't believe they didn't close the Doors and window.

Anyone else there at that time? Why did they take the handles off?

I was just thinking something similar, that it is a safety thing for children. There may have been an "incident."
 
DD and I were there last week and she noticed it right away. I said someone probably sued Disney over something stupid and now all the windows are shut tight!
