Why is there censorship and forbidden topics?

The Powers That Be decide what's out of bounds.

Why are some out of bounds? Because experience has shown that some topics never find resolution, and just keep repeating themselves over, and over, and over, ad nauseum. At work, we call these "religious discussions." (As in, my religion is better than yours, because...) For example, "Mac vs. Windows vs. Linux" is a religious discussion.

To be honest, I wish a few other boards here at DIS would adopt the same attitude. There are only so many times you can read threads on
  • Re-using mugs
  • Putting your luggage but not yourself on ME
  • Claiming your 10 year old is 9 (or vice versa)
etc. before you just can't take it anymore.
 
Who decides what can be discussed and what can not?

He (or she) who creates a message board (or those given the power to monitor said board) get to make the rules on what can and can not be discussed on the board.

As Brian pointed out so nicely, there is history and some good reasons as to why some topics are off limits...
 

And there is little - on topic to DVC - that cannot be discussed. It will get closed if heated. And some topics are quaranteened to special threads. But if you really want to talk about sixteen people in a two bedroom or smoking on the balcony - they do have threads.

Crisi, smoking discussions are no longer posted on the DVC Boards, since it became a WDW Resort Operations policy, and not under DVC control. I believe it is still allowed on the Disney Resorts board, but I'm not sure.
