why is norway boat more crowded line than mexico?

I think that the norway ride is much better than the Mexico one, and to be honest we usually use the Mexico ride as a stop gap while we are waiting for the Illuminations of Earth to start, it serves as a little sit down and rest point for DH and I!!

I like the part when you are about to go over the waterfall in Norway, its quite good tame fun!
