Why GTY?

Probably. DCL can take rooms offline and not sell them directly based on GTY sales they already know about. Remember DCL promises you at least a 4B on Deck 8 in this scenario or higher category room. I suspect they have some but have taken them offline to fill any sales from this GTY booking.
 
I have a question about this as well. We are on a cruise that is offering a very specific GTY- Deluxe Family Guaranteed Oceanview with Verandah Category 4B Deck 8. The cruise does not show any Family Oceanview with Verandah on deck 8. It only shows a few rooms on Deck 6 or 10. The price of this GTY is also more expensive than most of the Family Oceanview with Verandah that you can choose the location (Deck 6 is cheaper, deck 10 a little more).

So are there actually rooms left in 4B on deck 8 that people can get placed into?
We booked VGT 7A on the Fantasy and they gave us 4B on deck 7 at the very aft of the ship. It was an accessible room so it was big and the verandah was huge and had three Lou he chairs, 2 regular chairs and a small table. We had lots of vibration in this room but the verandah was amazing! After getting this room I read that you can’t directly book this room.

Yes there are. The booking system moves a category to GTY automatically when that category is almost sold out. They remove the possibility of booking those room directly, and they therefore do not show up in inventory.

As you noticed, contrary to *GT rates, GTY is not a discounted rate, so it will cost more than less desirable rooms, especially since the pricing algorithm hikes the prices for the popular categories.

The purpose of moving a category to GTY is to make sure they respect lifeboat capacity. Other cruise lines do not have this problem since most rooms only fit 2 guests, but since most rooms on DCL fit 3-5 guests, lifeboat capacity is more of an issue. GTY bookings allow them to bump up a family that would make them go over the capacity instead of moving a party that booked a specific room.
