Why does ROTR open late/close early?

So the Disneyland app always says ROTR is only open 9 AM-9 PM even if the park is open as early as 8 or as late as 11… does anyone know why? I get it’s a super high tech ride, but demand is so insane, you’d think now that it’s getting close to being 2 years since it opened and considering DL was closed for more than half of that time they’d have figured out how to run it all day by now. But that’s just my thoughts, anyone know why it’s like this?

It's an amazing attraction, but IMO poorly designed for any type of guest demand. I feel as if WDI didn't take into account that guests actually want to ride attractions when building it (with boarding groups/long downtime/etc.)

I assume it has to do with process of overnight preventative maintenance, probably so many hours required to complete between shifts due to multiple ride systems in one attraction.
