I don't think there have been any days when all G+ attractions have sold out. You can still get a show. Or Barnstormer at 8:47 pm.

In the recent earnings report, it was stated that 1/3-1/2 of guests purchase G+ and/or $ILL. Disney says they were surprised so many purchased it.
Right now, Disney still wants to provide guests flexibility to purchase G+ the morning of the day of use. If they were to cap the number sold, you would HAVE to pre-purchase it. Could you imagine the outrage of guests if they went to purchase G+ the morning of, only to be shut out?
Having said that, I really loathe this whole getting up at 7am to book your first G+, or to even purchase G+.

It's hard to say precisely because Disney is always rather hush about the actual figures that they use to limit park attendance/FastPass consumption, but here are my two cents. Disney Genie+ can be used across the parks and it is not tied to park reservations. So, for example, if I have a park reservation at Hollywood Studios and plan to park hop to EPCOT later that day, I can use Genie+ while at Hollywood Studios to book rides for my second park. That being the case, unless all park reservations are completely booked for all four parks, which is fairly rare, it doesn't make sense that Disney would limit purchases of Genie+. Again, that's just how I personally see it - I'm not sure what metrics Disney actually uses.
