Is there any good reason that someone would book a regular GTY fare when the standard fare is only $15 more? Is it just the possibility of getting a much more desired stateroom?

Is that $15 per person? Yes, to some people, even "only" $15 is a big difference.

The possibility of getting a much more desired stateroom by booking GTY does not happen that often.

I've booked 7a GTY a few times. Since there is only a handful of 7A's I've always been upgraded. I've also booked 9b GTY. Sometimes that's the only option if you want an ocean view on the older ships. Once DCL sells most of a category they will sometimes switch to just GTY in that category. That allows them to fill the rooms from the cancellations that cam occur before PIF date.

The difference is not aways 15 dollars. It can vary. I'm not sure how you came up with that amount. It could possibly be hundreds or more to book a higher category.

Usually GTY with a specific category (such as 4A GTY or 9B GTY, etc.) isn’t offered at the same time as a “regular” booking where you can select a stateroom in that same category. It’s offered once x% of staterooms in the category are booked, allowing DCL some flexibility to assign rooms. However most of the time you get the exact category not an upgrade.

We have done it a few times when we couldn’t book an extended aft verandah cabin. It was the only way to get one on those sailings.
