Cant really answer your question but I know that in the Disneyland Parade, the 3 fairies ARE face characters. To confuse us even more (!), a few years back, the FairyGodMother WAS NOT a face character at WDW. At Tokyo Disney, she's still NOT a face character. I dont know who decides that at one park they will be face characters but not at the other. I also remember that many years ago, the Disneyland parade featured a face character Hook and Smee, although when you met them in person they had their masks on
The Fairy Godmother, Flora, Fauna and Merryweather seem to alternate between fur and face characters. At WDW, the three Sleeping Beauty fairies are all fur while the Fairy Godmother is face (except sometimes when she appears in Fantasmic). At Disneyland, all are face. At the international parks, the Fairy Godmother is usually a fur character (can't remember if the Sleeping Beauty fairies appear in international parks). I think it largely has to do with whether or not there are enough "friends of characters" to play with them as face characters.
