Likely yes. As a TA, I was told that there will be an in-park way to make Genie+ and LL$ reservations for guests who don't have access to a mobile device.

They were covered up for a long time and many were recently uncovered.

They had been testing FP+ (prior to Genie announcement), might have been uncovered for that.

No, you have to see a cast member with a tablet for VQs & there will be one register open if you don't have a phone at each location.

I don't understand this question. These kiosks have been around since when FP+ launched years ago.

Actually a lot were removed and in some places, such as Epcot construction walls, some were recently re-installed (within the last few months). A lot of vloggers were pointing them out and speculating what it might mean.

And yeah, I assume they're to be used as an alternative to phones for those that don't have a smartphone or need assistance.
