Part of the problem is that there isn't much reason to make those resorts your home resort. For Hilton Head, there are several branded properties (mostly Marriotts) that are arguably of higher quality, with better locations, available at better prices. Vero has a bit more of an advantage---it has a very nice location and is a much better-than-average resort for FL coastal. But the gulf coast seems to be a little more in-demand than the atlantic, and Hilton and Marriott both have wonderful coastal resorts (again, arguably nicer) for less money on both sides of the state.
You could try using them as a cheaper way to get 7-month WDW bookings, but the SSR and OKW deeds aren't that much more, have much lower dues, and give you an 11-month resort on property.
