Why are flags halfway today?

Here in Nebraska all the flags are at half-mast or whatever that term is. Anyone know why??

Gov. Heineman Orders Flags to Half-Staff Monday, May 15 in Observance of Peace Officers Memorial Day

(Lincoln, Neb.) Gov. Dave Heineman today reminded government agencies, businesses and private citizens that all U.S. and Nebraska flags are to be flown at half-staff on Monday, May 15 in observance of Peace Officers Memorial Day.

Some flags may also be at half mast today for Sonny Montgomery, recently deceased Congressman from Mississippi. He was the one behind the revamping of the GI Bill.
