They had it..but not for standard view at WL. (at least not for our dates) We were told there was availability at WL for Woods View and Woods View with bunkbeds. I guess we're just sticking with what we have because it's not worth upgrading to just get free tickets.

is it APF or APX? Wondering b/c the Disney Visa code for basic is APU then the public is APV then DV for dining is APW so APX would be next in line followed by DV APY for deluxe dining. Just wondering if they are using a pattern with that!

OK, I'm lost.

Could someone type veeeryy slowly and explain about upgrades? Why would they be available now, and what qualifies someone for one?

They're available now because Disney decided this is when they wanted to release them.

The only qualifications are that you must be checking in on or between March 30 and May 21st on either a Magic Your Way, Magic Your Way Plus Dining, or Magic Your Way Plus Deluxe Dining package. (The Premium and Platinum plans aren't eligible as far as a I know) Pending availability, your tickets will be upgraded to include park hopping and water parks for free.

Discounts may never be stacked. You must choose between the pincode and the ticket upgrades. I can almost guarantee your pin code is going to be a MUCH better savings.
