Who Is This Character?

My mom didn't label this picture, other than "Fox from Robin Hood" from our trip back in 1991. I've tried looking it up & all I find is Foulfellow, but yet there's so much difference in clothes & even his hat, that I'm not too sure. I know characters have change their "looks" over the years (you should see Eeyore in 1991 & Eeyore now! Wow!) but I want to make sure I tag this picture correctly. Thanks for your help!
