Who can use lighthouse point?

Castaway Cay is a pretty small island, used exclusively by DCL. There are no "locals" to be bussing in.
Yes. We are very familiar with castaway - probably been there 30+ times. We were very surprised seeing all the local people at Lighthouse. We just assumed it would be like castaway - that you would sit on the adult beach with the same adults you had sat with all cruise at the adult only pool.
 
It’s sort of the same as buying Day Passes at Atlantis Paradise Island in the Bahamas when there are guests who are paying a lot of money to stay there.

Except I'm pretty sure anything that's adult only at Atlantis would be enforced.
 

Last year we were at Lighthouse and a bus pulled up. Tons of people got off. They all had wristbands and were allowed to go on the slides and also get food. A lot of them had Carnival bags and reusable mugs. I have no idea if they truly were from a Carnival ship or they just happened to have that merchandise. They were being turned away from the character meet and greets but I don't know if they could participate in the other activities on the island.

Princess Cays, an exclusive port for Princess Cruise Line (also used by Carnival) is right around the corner from Lookout Cay at Lighthouse Point. So it makes sense that Carnival would sell trips to Lookout Cay at Lighthouse Point (and I'm guessing who you saw probably were from a Carnival ship). Also makes sense why they were being turned away from the character meet and greets.

I was there today and heard people being told that kids could walk through Serenity bay, but they needed to keep moving and they could not do anything there. I didn't see any "extra" people, but I don't think I would have noticed if there were. I saw another ship anchored all day and assumed they were tendering to another part of the island. They were not close to Lookout Cay.

Agree. Everything I’ve seen referred to locals needing Bahamian ID. I don’t think Carnival would sell excursions to Lighthouse Point. It’s possible locals who work Princess Cay might buy a day pass, especially if it was a day without a Carnival ship in port.

I was responding specifically to the PP who talked about a busload of people with Carnival merchandise. I was guessing that maybe they were being bussed from Princess Cays around the corner-that seemed more likely than a bus full of locals with many carrying Carnival swag (but maybe i'm wrong).

I don't know the specifics of the passes DCL distributes. It would make sense they were only for locals.
 
Google search led to this, which looks legit. 100 extra people at Lookout aren't going to make much difference.
Agree that the lifeguards at Serenity need to shoo away kids, which is what we observed on our visit to Lookout.
