Yes, a Florida resident can purchase a membership without being an annual passholder. The price for Florida residents is higher, I believe.

I just bought mine a week ago. It is still called the Disney Dining Experience. I was told the name doesn't change until sometime next year.
I'll be getting 2 cards...one for me and for my wife. We will also be with about 18 other people. Is there any possiblility of getting everyone to take advantage of the discount? (10 people per card)

I wish these where offered to Guest staying on property regadless of the type of pass they have. I think that would be a great perk for those whom wish to stay on Disney Property and also if your a Guest staying on property to have the front of line option and do away with the fast pass garbage. With the price of what we pay for a room I think this would be a good incentive for guest on property IMHO.

I got mine at the guest services window @ MK. I believe any of the ticketing windows will have them.
Nope. But they are generally lax on the rules. We had one DDE card in December that I used for 12 people (two were children) several times at nice restaurants- California Grill, Jiko's, Liberty Tree, etc. I never asked, just gave them my card and got the 20% discount on all.
Does anyone know if we purchase it at the resort at check-in, or should we wait and purchase the card when we get to Epcot? (I currently have an AP voucher that I'll need to exchange)

I read where an 18% gratuity is automatically added, regardless of party size. I am assuming that is just for table service restaurants, correct? Not counter service? Thanks.
