Which Week Sept or Oct?

Sept 23-30 or Sept 30-Oct 6? Free dining is included for both weeks. Is one more/less crowded than the other. I believe the Halloween festivities start in Sept as well. Thanks for your help. I need to make my deposit by the end of the week!
